A legendary technologist with over four decades of service to the National Security Agency (NSA) and U.S. Cyber Command, Dr. Stoker joins Dispersive with deep expertise in advanced signals intelligence, mission-resilient architectures, and next-generation secure communications systems.
Dr. Stoker’s career is a tour de force of innovation in national defense. As a senior electrical engineer and technical director at the NSA, he led the development and deployment of dozens of major intelligence and cybersecurity systems, from SIGINT signal processing and geolocation platforms to wireless vulnerability assessments and AI-driven technology transitions.
During his three-year tour as Technical Director of USCYBERCOM J2, he architected a groundbreaking, global secure networking framework designed to be quantum-resistant and resilient across both low-bandwidth and high-capacity environments.

Among his many contributions, Dr. Stoker created the CRYSTALVISTA (CV) initiative, a cross-agency innovation program for secure communications and data obfuscation, which won a Joint Capability Technology Demonstration (JCTD) from the Office of the Secretary of Defense. CV is now poised for operational field deployment with broad interagency support from COCOMs and mission partners across DoD, DoE, and DoJ.

A professional engineer and adjunct faculty member at NSA, Dr. Stoker holds a Ph.D. and MBA in Business Administration, an MSEE from Johns Hopkins University, and a BSEE from North Carolina State University. His accolades include awards from the National Reconnaissance Office (NRO), NSA, and SIGINT Committee, recognizing his work in wireless security, system innovation, and strategic transitions.
