AUSTIN, Texas & BISHKEK, Kyrgyz Republic: Concrete Engine, a U.S.-based developer of modular high-performance computing (HPC) and sovereign AI infrastructure, today announced the signing of a Memorandum of Understanding (MOU) with the Kyrgyz National Investment Agency under the President of the Kyrgyz Republic. The agreement establishes a framework for collaboration to evaluate and deploy sovereign data and artificial intelligence infrastructure aligned with Kyrgyzstan’s national energy and digital transformation strategy.

The Memorandum of Understanding was signed in Bishkek following a series of official meetings and roundtable discussions held at the Presidential Administration of the Kyrgyz Republic. Concrete Engine leadership met with representatives of the Kyrgyz National Investment Agency and senior officials from the Ministries of Energy, Digital Development, and Natural Resources to evaluate national energy capacity and infrastructure readiness for sovereign AI deployment. The discussions were attended by international stakeholders and included formal meetings at the Presidential Palace and engagement with government leadership.

During discussions with national leadership and ministry officials, participants emphasized the strategic importance of developing nano-scale, modular AI infrastructure that can be deployed efficiently alongside domestic energy resources. This approach enables countries to build sovereign compute capacity incrementally, support digital sovereignty, and strengthen domestic technological capability without reliance on external hyperscale infrastructure.

Concrete Engine is actively advancing regional partnerships with energy providers, telecommunications operators, and public-private institutions to support the development of sovereign AI and high-performance computing infrastructure. These engagements focus on enabling secure, domestic compute capacity and supporting strategic applications across national priority sectors, including energy systems optimization, mineral and natural resource analysis, and digital infrastructure modernization.

The MOU outlines a phased approach to technical evaluation, infrastructure planning, and potential deployment of modular AI compute systems over time, subject to further technical and commercial agreements between the parties.
