Tigard’s implementation reflects broader challenges that Euna Solutions has identified, and solved for, in public sector budgeting. In its 2025 State of Public Budgeting Report, based on a survey of 100 public sector finance professionals, Euna found that many agencies still rely on spreadsheets for budgeting and PDFs for budget book publishing, even as finance teams face growing pressure to improve efficiency, transparency, and long-term planning.

Home to approximately 55,000 residents, the City of Tigard in northwestern Oregon manages an annual budget of $240 million and employs 350 full-time staff. Before implementing Euna Budget, Tigard relied on the budgeting module within its ERP system. While the system served as a repository for budget data, city leaders needed a more robust and interactive solution to integrate with the ERP in order to support budget development, especially for personnel planning, which represents approximately 80% of the city’s budget. The city also sought a more efficient way to produce a professional, accessible budget book without the manual effort required by its previous process.
