HERZLIYA, Israel: Cognyte Software Ltd. (NASDAQ: CGNT), a global leader in investigative analytics software, today released the results of a survey of law enforcement stakeholders on navigating security threats, investigation challenges and technology innovations.

Law enforcement agencies (LEAs) must broaden their technological readiness, as they are reportedly combatting diverse threats, including terrorism, that extend beyond their traditional domain. The new survey offers a unique view of the current state of law enforcement and sheds light on how LEAs expect technology to impact their strategies and capabilities in 2025.

Key takeaways from the 2025 Law Enforcement Outlook: Navigating Security Threats, Investigation Challenges & Technology Innovations:

  • Gathering data isn’t enough – 79 percent of LEAs struggle to unlock the insights they need
  • Resolution time is challenging – 39 percent of LEAs are unable to resolve their investigations in a reasonable timeframe
  • Traditional distinctions between crime and terror are dissolving – 27 percent of LEAs are faced with growing ties between criminal networks and terror groups
  • Data silos are a top challenge – the lack of cooperation with other agencies and the lack of collaboration within organizations both top 30 percent and are noted as non-tech barriers to investigations
  • GenAI, group messaging apps and satellite internet are fueling crime – more specifically, 55 percent of LEAs report that GenAI-powered chatbots are the top technology enabling criminals
  • Nearly half of LEAs put predictive analytics and GenAI-powered data exploration and analysis at the top of the list of most impactful technologies for 2025 – game-changers for accelerating investigations

Today’s investigations require gathering and analyzing troves of digital data such as communications records, images, videos, documents, social media and more. Forty-six percent of LEAs report challenges with both gathering data for court-admissible evidence as well as then analyzing it to generate intelligence and insights. An additional 33 percent of LEAs indicate that analyzing the data is the most challenging part of the process.

The survey report will be valuable for law enforcement personnel serving in investigations, intelligence analysis, field operations and other hands-on roles, as well as heads of investigations and IT leaders who set the priorities, budgets and technology roadmaps for their organizations.

As criminal landscapes evolve in response to geopolitical, financial and technological shifts worldwide, LEAs must continually strengthen their capabilities to confront an increasingly complex array of threats and challenges. The survey offers a unique view of the current state of law enforcement, uncovering how LEAs expect technology to impact their strategies and capabilities in 2025 and beyond.

Survey Methodology

The survey was administered online by Global Surveyz Research, an independent global research firm. Respondents were 300 law enforcement stakeholders, both senior decision-makers as well as hands-on practitioners, from organizations across a total of 32 countries in North America, Europe, Central and South America, Asia Pacific and the Middle East. The respondents were recruited through a global B2B research panel and invited via email to complete the survey, with all responses collected in July 2024. Participant anonymity was maintained throughout the data collection and analysis to ensure confidentiality of responses.
