The first AI native platform for enterprise risk management closes pre-seed round backed by Fenway Summer, Plural VC, and a syndicate of angels across technology and regulatory leadership

WASHINGTON: Prism Layer, the first AI native platform for enterprise risk management, today announced it has emerged from stealth following the close of a pre-seed funding round led by Fenway Summer, with participation from Plural Ventures and a syndicate of angel investors spanning technology and regulatory leadership.

Prism Layer was co-founded by Simone Garreau, Daniel Nolan, and Chandra Bradley, all three former risk executives at Block. Garreau spent 15 years building enterprise risk programs at Western Union, Robinhood, Remitly, and Block. Nolan has built and operated risk frameworks and technology across the US, UK, Europe, and Australia, working with some of the most demanding regulators in the world - including the CBI, APRA, and the FCA. Bradley has built and led enterprise risk functions across financial services and technology, including at Visa and Oportun and through management consulting with leading financial institutions, bringing institutional depth that few early-stage companies can match.

Prism Layer addresses a structural problem that has defined regulated industries for two decades. Enterprise risk management has not meaningfully changed in 20 years. Frameworks, timelines, and processes built for a slower era of business remain the standard, while the pace of business decision-making has accelerated dramatically. The result is a compounding gap between how fast organizations move and how fast their risk analysis can keep up, one that surfaces quietly until a regulatory examination makes it visible. Early alpha users have already seen enterprise risk assessments completed in days rather than the months traditionally required.

"The tension between business speed and risk analysis speed is not a people problem, it is a tech and infrastructure problem," said Simone Garreau, co-founder and CEO of Prism Layer. “Regulated industries have been managing that tension for 20 years because the ability to resolve that did not exist. It does now."

Prism Layer encodes an organization's risk frameworks, regulatory context, and institutional knowledge into a governed agentic execution layer that produces auditable, defensible risk analysis at the speed the business actually runs. Rather than simply storing risk records after the fact, Prism Layer executes the structured reasoning behind risk analysis as they happen. The platform supports risk assessments, key risk indicators, controls testing, RCSAs, product risk review, and more, built to meet the pace of modern business and hold up under regulatory scrutiny.

Fenway Summer, whose partners include founders and former senior leaders of the Consumer Financial Protection Bureau, led the round based on the company's thesis and early results.

"Prism Layer is solving one of the most consequential and consistently underestimated problems in regulated industries," said Raj Date, Managing Partner of Fenway Summer. "The speed gap between business execution and risk assessment is not a competitive inconvenience. It is a systemic liability. Simone and her team have the domain depth and the technical architecture to close this critical gap."

Prism Layer is currently onboarding its first enterprise customers and has one remaining proof of concept opening for enterprise risk teams operating under active AI mandates.
