ATLANTA & TORONTO: Euna Solutions, the leading provider of purpose-built, cloud-based software for the public sector, today announced the launch of Solicitation Advisor, powered by Euna AI, a new capability within Euna Procurement that helps public agencies review procurement solicitations before publication. Embedded directly into the public sector workflow, the tool analyzes draft requests for proposals (RFPs). Euna's Solicitation Advisor surfaces recommendations to reduce ambiguity, ensure required category specifications, and make it easier for suppliers to respond correctly.

Public agencies often develop highly detailed solicitations across a wide range of categories without deep subject matter expertise in each. This challenge contributes to a time-consuming procurement process and lower supplier response rates. While many AI tools in procurement focus on generating draft language, Solicitation Advisor is designed to review and strengthen what teams have already prepared before it reaches the market.

The Cost of Solicitation Errors

The average procurement project takes more than 87 hours to complete, according to the National Cooperative Procurement Partners’ 2023–2024 RFP Tracking Project, with teams spending roughly half that time writing requirements, defining specifications, and preparing the solicitation for publication. Euna’s 2025 State of Public Procurement report found that 62% of public agencies receive only two to five bid responses per project on average, highlighting the need for stronger solicitation quality.

How Solicitation Advisor Works

Solicitation Advisor works within Euna Procurement to analyze the full solicitation draft and flag issues such as vague instructions, category-specific requirements, conflicting criteria, and mismatches between evaluation criteria and the information suppliers are asked to provide. Recommendations appear within the workflow, each tied to a relevant section of the solicitation and accompanied by a clear next step. Government procurement teams remain in full control of all edits and publishing decisions.

Solicitation Advisor’s automated checks help public sector agencies publish more complete solicitations and avoid post-publication corrections, supplier clarification cycles, and staff time spent revising and reissuing documents.

“Every addendum adds time and administrative burden to the sourcing process,” Konrad said. “When teams catch issues at the draft stage instead of after publication, they have a better chance to reduce delays, improve supplier understanding, and run a more competitive event.”
