National Council of ISACs Partners to Enhance Key Cross-Sector Collaboration
Confirmed Speakers Include Commander of Texas Cyber Command and Texas State CIO
WASHINGTON: #5G--Billington CyberSecurity, the leading cyber education company for public and private sector executives, is hosting its first Critical Infrastructure CyberSecurity Summit on Nov. 17-18, 2026 at the Henry B. Gonzalez Convention Center in San Antonio, Texas.
The National Council of ISACs has joined as the summit’s official Community ISAC partner and will be teaming with Billington on audience engagement and cross-sector collaboration. This partnership will extend to all three annual Billington summits.
A wide range of cyber and CI leaders from all levels of government will participate, along with critical infrastructure owner-operators and other key stakeholders. Confirmed speakers include Vice Admiral, USN, Retired TJ White, Commander of Texas Cyber Command, and Tony Sauerhoff, CIO for the State of Texas.
“Critical infrastructure is the foundation for virtually every government mission, for public health and safety, and for the U.S. and global economy,” Billington President Troy Schneider said. “That’s especially true for the lifeline sectors of energy, communications, water and transportation. The interdependencies across those sectors – and among the government and private-sector stakeholders that both secure and rely on them – are absolutely essential. This summit will encourage the cross-sector collaboration that our nation desperately needs, and The National Council of ISACS is the perfect partner to help bring those groups together.”
With the threats to critical infrastructure at an all-time high, the summit will convene senior decision makers from government and industry to discuss how to enhance cybersecurity in critical infrastructure and build resilience across the four lifeline sectors and beyond. The Billington Critical Infrastructure CyberSecurity Summit is needed more than ever considering:
For over 16 years, Billington CyberSecurity has convened the world’s most trusted federal cybersecurity summit. In 2025, more than 175 sponsors supported the Billington CyberSecurity Summit, including many in IT, the defense industrial base, transportation, and other critical infrastructure sectors. For the last three years, Billington has also hosted a must-attend State and Local CyberSecurity Summit, with 42 states represented at the 2026 event.
In addition, Billington has partnered with GovRAMP, whose annual GovRAMP Summit will take place immediately prior to the Critical Infrastructure CyberSecurity Summit at the Henry B. Gonzalez Convention Center on Nov. 16 and 17. The colocation of these two essential convenings gives state, local, tribal and territorial government security leaders a unique opportunity to connect and collaborate in person.

About the National Council of ISACs
Sector-based Information Sharing and Analysis Centers (ISACs) collaborate and coordinate with each other via the National Council of ISACs (NCI). Formed in 2003, the NCI today is comprised of organizations designated by their sectors as their information sharing and operational arms.
The NCI is a true cross-sector partnership, providing a forum for sharing cyber and physical threats and mitigation strategies among ISACs and with government and private sector partners during both steady-state conditions and incidents requiring cross-sector response. Sharing and coordination is accomplished through daily and weekly calls between ISAC operations centers, daily reports, requests-for-information, monthly meetings, exercises, and other activities as situations require. The NCI also organizes its own drills and exercises and participates in national exercises. For more information, visit https://www.nationalisacs.org/.
